negotiator, emergency police sergeant, gentleman farmer, go-between for
the American government, and propagandist. 'Japan's Dream Of World
Empire - The Tanaka Memorial' was first circulated in 1927 in Chinese,
purporting to be a rough translation of a document presented to the
Emperor of Japan on July 25, 1927, by Premier Tanaka, outlining the
policy in Manchuria.
